I n d e x :
1. Two  Civilizations :  Terrestrial  and  Underwater.
The premise of the "Deepwater" project is that two civilizations exist on Earth:
    - A terrestrial civilization, existing on land;
    - A submarine civilization, existing underwater within the ocean.
The first civilization is our own—the one to which we belong. Regarding the second—the submarine civilization within the ocean—we know absolutely nothing for certain.
The objective of the "Deepwater" project is to establish contact with the submarine civilization existing underwater within the ocean.
Sometimes such a submarine civilization is referred to as a "maritime" civilization; however, we shall refrain from using this term. In historical literature, the designation "maritime civilization" typically refers to terrestrial, human societies that were situated along the shores of seas or oceans and whose existence depended upon the sea. Therefore, to avoid any confusion, we shall refer to those civilizations that exist underwater within the ocean as "submarine" civilizations. We consider this term to be more precise, as it precludes errors and misinterpretation.
It is worth noting that the existence of aquatic humanoids does not contradict science. Science denies their existence solely on the grounds that none have ever been captured or discovered, and because the available evidence is deemed insufficiently credible. However, those who dismiss the search for aquatic humanoids as "pseudoscience" are acting unfairly, as they label their opponents—and their work—as such without any substantive justification.
Various rumors circulate claiming that such creatures are being held at secret bases in certain countries, where defense ministries are reportedly conducting experiments on them. Furthermore, there exist various photographs and video recordings, though it remains impossible to verify their authenticity.
There is also the Aquatic Ape Hypothesis regarding human origins, which possesses a certain degree of scientific basis. Wikipedia: "Aquatic Ape Hypothesis" =>
A civilization undergoes three distinct stages:
Stage One: The Entropic Stage—Adaptation to the surrounding environment.
Stage Two: The Information Stage: Information Accumulation.
If a civilization has, from its very inception, developed along the path of "homo-technologies," how could it have preserved information without having mastered material technologies?
In other words, is the techno-technological stage a necessary phase in the development of any civilization?
The preservation of information within a non-material realm: this represents the optimal method for safeguarding information, as it renders it immune to destruction by material cataclysms.
One can access this information—provided, of course, that one possesses the requisite access algorithms.
You have the option of storing information locally on your personal computer, or you may choose to store it on the Internet. The latter approach is inherently more reliable; there, your data will remain intact even if your computer were to malfunction.
The third stage is the negentropic path of civilizational development.
A civilization is a form of life organization in which development is driven by:
    - The unification of the efforts of all members of society.
    - The accumulation of information.
The second point is of paramount importance, as the accumulation of information constitutes the fundamental distinction between living and non-living matter. It follows, therefore, that one of the prerequisites for a civilization is the emergence of a language capable of evolving and preserving information. (Without this, such accumulation cannot take place.)
For instance, a wolf pack does not constitute a civilization, as no accumulation or preservation of information occurs within it.
The following grounds support the existence of an underwater civilization:
    1. Animal life originally emerged in the water several hundred million years earlier than it did on land.
    2. Living conditions in the ocean are more stable than those on land.
    3. The volume of living space in the ocean is tens of times greater than that on land.
    4. The diversity of species in the ocean is tens of times greater than that on land.
    5. The volume of biomass in the ocean is tens of times greater than that on land.
So why, then, did intelligent life not emerge in the ocean?
This is a serious question. Yet scientists simply ignore it. It didn't appear—and that’s that! Therefore, it must not have been able to.
We answer this question differently: Intelligent life has two possible paths of development leading to the level of a civilization:
    - The Technotechnological path.
    - The Homotechnological path.
In an aquatic environment, the development of a civilization along the technotechnological path is impossible, because the process of combustion—an essential element for the advancement of technotechnologies—cannot occur in water. Therefore, an underwater civilization followed the path of homotechnological development. It did emerge, and it does exist.
How does the accumulation and preservation of information occur within the context of homotechnologies?
    The development of language.
Memorization is an unreliable means; information must be recorded on material media so that all members of society may access and utilize the preserved data.
But why, then, do we not see it?
Because it is far more advanced than our own, and we will be able to establish contact with it only if it chooses to do so itself. And, for a variety of reasons, it currently has no desire to do so.
We shall refer to the intelligent beings who created this underwater, homotechnological civilization as the "Deep Ones." We have borrowed this term from the novels of H.P. Lovecraft, wherein he uses it to designate a race of intelligent aquatic beings that established an underwater civilization.
From a logical standpoint, the existence of such an underwater civilization is inevitable.
The objective of the "Deep Ones" project is to establish contact with this underwater civilization.
2. Testimonies  regarding  the  "deep-sea ones."
Countless tales have reached us regarding mermaids and sirens—sentient beings that resemble humans yet dwell in the water. Such myths exist in practically every culture and among every people. Sea deities rank among the most ancient of gods.
Such widespread prevalence and antiquity is, in itself, strange and demands an explanation.
In our opinion, the testimony provided by Thor Heyerdahl in his famous book *The Kon-Tiki Expedition* (a voyage he undertook in 1947, with the book published in 1948) is of particular interest. In this book, he wrote:
"Several times we drifted past huge, dark masses that lay motionless right at the surface, yet these were not reefs. Not a day went by without our receiving visits from curious guests. On such nights, we were sometimes startled by the sight of two glowing eyes that would suddenly emerge from the water beside the raft, fixing us with a mesmerizing gaze. Perhaps this was the very spirit of the ocean itself. Once, at two o'clock in the morning, we spotted a shimmering mass in the depths that slowly took on the shape of a large animal. It appeared at times round, at times oval, and then would suddenly split into two parts that moved independently—drawing together and pushing apart beneath our raft. All six of us watched this dance as if observing the actions of a sentient being."
This description fits perfectly—almost like an illustration—into the works of Lovecraft. However, we are interested in something else:
    1. Heyerdahl provided this description long before the boom in unidentified objects, and he had not read Lovecraft. Furthermore, we have no grounds to disbelieve him, nor the other members of the "Kon-Tiki" crew.
    2. Why was it *specifically they* who saw these creatures? Why were they not seen by sailors on other ships? As far as large ships are concerned, the reason is clear: mechanical vessels and motorboats frighten away the inhabitants of the ocean. But why were they not seen by sailors traversing the ocean in sailing yachts or small boats? Why was it only the "Kon-Tiki" crew that saw them? We offer the following explanation:
First, in our opinion, this demonstrates the intelligence of these marine humanoids. They are well acquainted with sailing yachts and boats, and hold no interest in them. However, a raft drifting across the ocean in the 20th century was a complete novelty to them. They wanted to understand what it was, and why humans would choose to traverse the ocean on such an incongruous contraption.
Second, the "Kon-Tiki" was sailing toward the Polynesian islands. Sailing yachts rarely venture into those waters. And it is precisely the Polynesians who—according to Lovecraft's books—practiced a cult dedicated to underwater gods. Perhaps this was not merely a figment of Lovecraft's imagination; perhaps that is precisely why the marine creatures described by Heyerdahl appeared in that very region?
We are not the first to assert the existence of an advanced underwater civilization on Earth. Everyone has heard of "Quakers." They began to be detected as early as the 1960s. Currently, Quakers are explained as sounds produced by whales of the species "Balaenoptera bonaerensis" (the Antarctic minke whale). However, there is a problem here. The sounds made by minke whales merely *resemble* the sounds of Quakers.
First, Antarctic minke whales inhabit only the waters near Antarctica, whereas Quakers have been encountered everywhere.
Second, according to descriptions, the behavior of Quakers differs from that of whales. Quakers swim faster and have been known to pursue submarines for extended periods. The fact that these sounds are "similar" merely proves that Quakers are produced by living organisms.
Ivan Sanderson was the first to propose the idea—based on documents from the U.S. Navy archives—of the existence of a high-tech underwater civilization that may have surpassed Earth's civilization in its development by millions of years; he did so in 1967 in his book "Uninvited Visitors: A Biologist Looks at UFOs".
We will not delve any deeper into this topic. We will simply explain our position—specifically, what deep-sea creatures have to do with our project, and why this subject interests us. :
1. As we explained above, intelligent life must have first emerged in the ocean.
2. An underwater civilization must be developed on the path of homotechnologies.
3. An underwater civilization must be significantly more advanced than our terrestrial civilization.
4. In this case, an underwater civilization must observe and control Earth civilization and, when necessary, intervene in the development of our civilization.
5. An underwater civilization must preserve secret knowledge and the complete history of humanity, and maintain constant contact with extraterrestrial civilizations.
6. If the future of humanity lies in homotechnologies, then we absolutely require contact with a civilization that has advanced significantly further along this path than we have. The nation that is the first to grasp this will gain an advantage over the others.
7. However, the underwater civilization will not openly reveal its presence to all of humanity; instead, it will maintain relations only with select individuals or small secret societies, which will meticulously conceal their own existence.
8. Today, one can find a multitude of articles and testimonies on this subject. The problem is that it remains unclear whether these testimonies can be trusted. However, since we are engaged in practical work—and our objective is to establish contact with this civilization—we accept any testimony that offers us even the slightest clue in our quest.
It should be noted that we proceed from the assumption that intelligent marine beings are more advanced than humans. At the same time, there is considerable evidence regarding marine inhabitants who, judging by their level of development, do not appear to surpass humans. We see no contradiction here, as these may represent encounters with different populations of intelligent marine beings situated at varying stages of development—much in the same way that our own civilization includes isolated tribes that have not yet emerged from the Stone Age. Alternatively, these could be representatives of other, less advanced intelligent marine species—analogous, for instance, to the great apes found on Earth.
Intriguing documents have been discovered—cited by Alexander Pyzhikov—regarding the historical existence in Russia of distinct castes of people: river pearl gatherers who possessed the skill to physiologically adapt their bodies, enabling them to remain—or even live—underwater. But these were only women. And they needed men. This explains why, in Russia, people always spoke only of "rusalki"—and why these "rusalki" sought out the company of men
3. Characteristics  of  an  Underwater  Civilization.
Homotechnologies offer an alternative path for the development of civilization, placing emphasis on cultivating the personal qualities of the beings that constitute it. An underwater civilization would have been compelled to follow this path, given that the advancement of technical technologies is impossible within an aquatic environment. In pursuing the path of homotechnologies, underwater civilizations must have achieved greater progress than we have, for in our terrestrial technical civilization, this avenue of development was interrupted and remained virtually unexplored. In light of the potential inherent in homotechnologies, we posit that an underwater civilization is more powerful than our own—and possesses capabilities superior to those of our technical civilization. Consequently, we find it unsurprising that we are unable to detect it until it chooses, of its own accord, to establish contact with us.
An underwater civilization can only be homotechnological. The defining characteristic of any homotechnological civilization is that it is a negentropic civilization—unlike our own, which is entropic. Hence:
   3.1. External  Expansion.
Negentropic civilizations do not seek expansion or territorial conquest. Their goal is to cultivate their own territory, not to seize that of others.
3.2. Ecology:  Attitude  Towards  the  Environment.
Our attitude toward the environment should fill them with horror: by polluting the surroundings, we are committing collective suicide and destroying our own homotechnological potential. From their perspective, we are barbarians, and they may deem it their duty to stop us from destroying nature—even if doing so requires the annihilation of our terrestrial civilization and of humanity as a species.
   3.3. Attitudes  toward  death.
Within the crypto-informational paradigm upon which homotechnologies are founded, death does not exist. Consequently, the Deep-Dwellers perceive nothing terrible in death; they hold a fundamentally different attitude toward it. Moreover, they may even believe that by killing a human from Earth, they are performing a benevolent act for that individual, as they are accelerating his personal development.
   3.4. Level  of  Development.
Homotechnologies represent a higher stage of civilizational development than the technotechnological one. Consequently, the Deep-Dwellers may view humans as primitive creatures occupying a lower rung of development than themselves. Moreover, they may exploit us for their own ends, given that their goals and objectives hold greater significance for life on Earth than do our own—those of humanity. In pursuit of these interests, they may utilize us with utter disregard for our well-being—much in the same way that we utilize dogs or apes.
   3.5. Организация  общества  "глубоководных".
The social structure of the deep-sea civilization—as a *homo-civilization*—differs from that of our own "techno-civilization". A "homo-civilization" does not require the aggregation of large numbers of people; rather, it requires the creation of conditions that enable the full realization of each member's potential. Society is governed not by a state apparatus, but by self-organizing social groups.
   3.6. Внешний  вид  "глубоководных".
From a human perspective, the physical appearance of intelligent marine beings would likely be more repulsive than appealing. Indeed, some representatives of intelligent life in the ocean might strike us as utterly monstrous—as if straight out of a horror movie.
Although we do not rule out the possibility that deep-sea creatures may alter their appearance to conform to our terrestrial notions of attractiveness.
4. The  "Deep  Ones"  Attitude  Toward  Humans.
We do not know how this civilization is disposed toward us. But even if this civilization is well-disposed toward us, that does not mean that the people living on Earth cannot come into conflict with the deep-sea dwellers. :
First, deep-sea creatures may strike back if we threaten their existence—something we are constantly doing by polluting their habitat.
Secondly, the deep-dwellers might decide that we have failed to fulfill our purpose—decide that our terrestrial civilization poses a threat to all life on Earth, that we must be eliminated for the sake of preserving life on this planet, and proceed to carry this out. Until now, they have tolerated us, placing their hopes in our prudence; yet, ultimately, they could conclude that we are incorrigible and that it is time to put an end to us.
Thirdly, the underwater civilization—much like our own—may not be monolithic. Several distinct underwater civilizations could exist. Within them, various factions might be present, holding divergent views that could even escalate into internal conflicts. There may be underwater civilizations and groups that are benevolently disposed toward us; conversely, there could be others—both civilizations and groups—that harbor hostility toward humans. This mirrors our own terrestrial society, where some groups strive to preserve the environment and biological species, while others actively destroy them.
Fourthly, we may serve some purpose for them. They might simply be utilizing us to further their own interests, without giving any thought to whether or not we find this agreeable.
Fifthly, a civilization consists of individual entities. And we cannot predict the behavior of any specific representatives of that civilization.
In reality, however, these factors may all be at work simultaneously.
Thus—by our own human standards—the Deep Ones would most likely prove to be far from humane toward us: to them, we are mere barbarians, and their notions of humanity differ significantly from our own.
But if that is the case, why do we seek contact with them?
5. Why  seek  contact  with  the  "deep-sea ones" ?
    We see three reasons :
    1. Since deep-sea creatures inhabit our planet, we must somehow establish a relationship with them—if only to avoid conflicts.
    2. Acquire specific knowledge and experience in homotechnologies.
    3. Knowledge regarding the history of humanity—and its future, as envisioned by the Deep Ones—as well as potential contacts with extraterrestrial civilizations and the nature of non-terrestrial intelligence. In any event, contact with a mind distinct from the human intellect would provide an incredible catalyst for the development of our own civilization.
Ideally, both civilizations—the terrestrial and the underwater—should complement one another. Each possesses its own sphere of habitation and its own unique capabilities. They are not rivals.
6. Why  do  the  "deep-sea  ones"  need  us ?
This is a crucial question. Our attitude toward the "deep-dwellers"—and the manner in which we attempt to establish contact with them—depends entirely on the answer.
If the deep-sea civilization is more advanced than our own, we will be unable to locate it or initiate contact unless it chooses to do so itself. Therefore, we must determine: why might the "deep-dwellers" have a need for us? After all, they must require us for *some* purpose—otherwise, they would simply destroy us.
We identify three potential reasons:
6.1. Offspring.
Legends and tales frequently mention that the "deep ones" seek sexual relations with humans. It is never said that they devour people, seize territories, or covet material wealth. It is possible that the deep ones require humans as genetic material—to produce offspring and to ensure the continued evolution of their species. This notion is occasionally alluded to. From the standpoint of modern science, this is utter nonsense, given that distinct species cannot produce viable offspring. However, from the perspective of information theory, this concept is far more plausible—certainly more so than, say, levitation.
6.2. Projection  Powder
Another reason why the deep-dwellers might need us is projection powder. Since projection powder is produced only within the bodies of living, highly evolved beings, the powder produced by different biological species will possess distinct, unique properties.
6.3. Working  with  sexual  energy.
Another reason may be working with sexual energy—though we do not know exactly for what purpose.
However, for all these reasons, the deep ones have no need for the sheer number of people currently inhabiting the Earth. Therefore, it is reasonable to assume that the deep ones would desire a reduction in the human population. They will spare only those they deem necessary—namely, their own followers.
7. How  to  contact  the  underwater  civilization ?
   7.1. Contact  Forms.
As we noted earlier in Section 3.5, the Deep-Sea Civilization possesses no state structure. It evolves through the initiative of its individual members and is governed by entities from the immaterial realm. Consequently, contact with the Deep-Sea Civilization will not unfold in the manner we typically envision. No official delegation bearing diplomatic credentials will emerge from the depths to meet us. The Deep-Sea Beings will not engage with the state, but rather with the most spiritually advanced members of our society. In this regard, when Earthlings encountered a civilization situated at a lower stage of development than our own, they did not interact with its official leaders; instead, they selected for contact those members of that civilization who were most spiritually evolved. Similarly, the Deep-Sea Beings will not seek contact with the leaders of our surface-dwelling civilization. They have no need to do so.
We believe that contacts between deep-sea entities and our civilization have occurred continuously throughout human history. Such contacts may take two forms. :
    - Personal contacts with individuals.
    - Contacts with groups of people.
Homotechnological civilizations do not use technical devices for communication. They communicate with one another using non-material channels. Consequently, when making contact with us, they will utilize these same channels.
   7.2. Personal  contacts.
Personal contacts will take the form of suggestion.
   7.3. Group  contacts.
1. Contact with an underwater civilization is possible only if it so desires. We must adopt the morality and code of conduct of the deep-dwellers.
2. In order for the Deep Ones to want to make contact with us, we must be of some use to them. Therefore, we need to understand: how can we be useful to the Deep Ones ?
3. We need a large number of people who are on the same wavelength.
However, that is not enough. The Deep Ones need projection powders. Our experience shows that they can sense them on a human.
   7.4. Contact  Group  Organization.
We need to establish a cult of the Deep Ones. A cult of the undersea gods is a prerequisite for making contact with the Deep Ones. According to our estimates, maintaining sustained contact with the Deep Ones requires a group of approximately 100 followers.
   7.5. The  Reality  of  Contact.
But where is the proof that this contact was real? Could it be that we merely convinced ourselves of it?
The Deep Ones will only establish contact with those who pique their interest. In other words, if a contact did indeed take place, your life should undergo a radical transformation in its wake. You should develop an intense interest in something that is of value to them—an interest so powerful that you find yourself unable to abandon it. Your entire life will become wholly dedicated to this objective.
Furthermore, you will somehow manage to resolve any material difficulties associated with the realization of this project.
With the success of this project, you will not be getting in anyone's way or stepping on anyone's toes.
If such changes do not occur in your life, it will mean that there was no contact, and you simply imagined it yourself.
8. Relationships  with  an  Underwater  Civilization.
If such a civilization exists—and has previously made contact with humans—it could shed light on certain chapters of our history or on events occurring today. Homotechnologies may offer explanations for these phenomena. For instance, the reported characteristics of marine UFOs emerging from the ocean align with our current understanding of the capabilities of aircraft based on homotechnologies.
We posit that an underwater civilization has long been in contact with our terrestrial civilization—interacting through specific individuals or secret societies—and may, in fact, be influencing the course of our historical development.
9. How  do  we  plan  to  search  for  underwater  civilizations ?
We proceed from the following assumptions:
   — An underwater civilization exists on Earth.
   — This civilization is more advanced than ours.
   — This civilization is based on homotechnologies.
Contact with this civilization serves the interests of humanity. But why, then, does this civilization not make contact with us ?
Some might believe that she does not do this because she does not want to disrupt the natural development of our civilization.
However, we believe the reason lies elsewhere :
Homotechnologies—the negentropic path of civilizational development—constitute the primary, mainstream trajectory for the evolution of intelligent life. Our current entropic path of development, with its emphasis on technotechnologies, represents a stage of civilizational evolution characteristic only of its very inception. As a civilization transitions to homotechnologies, its social and political structures undergo a fundamental transformation.
We proceed from the premise that contacts between civilizations must be conducted at the level of those representatives who occupy the pinnacle of society's social organizational pyramid. Homotechnological civilizations operate on the principle that contact should be established with the finest representatives of a society. Furthermore, through these representatives, assistance should be rendered to the development of our own civilization. And we believe that such contacts have, in fact, been taking place for a long time.
We believe that the underwater realm interacts with our society through a limited group of people and influences the development of our civilization by manipulating the consciousness of certain individuals. It has no need for closer contact.
Since we have discovered communication algorithms, it is only natural to attempt to use them to establish contact. One potential contactee is the underwater civilization of the Deep Dwellers.
Contact should take place in three stages :
    1. Obtaining Information.
    2. Answers to Questions.
    3. Direct Contact. When the Deep Ones designate a time and place for contact.
Homotechnological communication possesses a unique characteristic: while it can exert influence upon its recipient, the recipient cannot, in turn, influence it. In other words, by unlocking the secrets of homo-informational communication, we gain the ability to pose questions to our correspondents—something that was impossible for those whom the Deep-Dwellers influenced directly. Thus, we ourselves become active participants in such encounters, thereby affirming our own maturity.
How can we establish contact with this civilization? We proceed from the premise that such a civilization utilizes homo-informational communication channels; therefore, we seek to establish contact with it through this very means.
We do not intend to organize expeditions. This is, of course, very interesting—and we are ready to support such initiatives—but we ourselves lack both the time and the energy to do so. Moreover, we are convinced that if such civilizations do not wish to make contact with us, there is nothing we can do. First, we must establish contact with them.
How are we going to do this ?
Homotechnological theory suggests that it is possible to create communication channels more advanced than those we currently use—channels based on electromagnetic fields. Homotechnological civilizations must utilize such communication channels. Could we not attempt to employ homotechnological communication to establish contact with such civilizations? ?
    How to establish contact ?
To establish contact, it is necessary to form a group of people who believe in the existence of an underwater civilization. This group creates an information field—a foundation for informational contact.
If such contact has occurred, the individual should receive certain advantages. That is to say, he is already fulfilling the role assigned to him by the deep-sea entities. He must free himself from the pressures of—and his dependence upon—society, and receive validation for these contacts. In other words: certain abilities that, from the perspective of our material science, would be considered paranormal.
10.  What  information  do  we  have  about  underwater  civilizations ?
What do we know about underwater civilizations within the framework of the HomoTechnologies project ?
In general, the underwater civilization views our terrestrial civilization—the one on land—negatively, because we:
   - Pollute the planet's biosphere.
   - Kill cetaceans.
   - Are ethically underdeveloped.
On Earth, there are groups of people who are in constant contact with the underwater civilization and carry out their assignments.
The description of the underwater civilization, as portrayed in Lovecraft's novels, closely resembles what actually exists.
Representatives of an underwater civilization may establish contact with select individuals from our civilization. The location for such contact must be situated on a sea or ocean shore and be secluded, ensuring both their safety and ease of access.
11. Wars  with  the  "Deep-Sea  Dwellers".
It would take the form of suggestion or the manipulation of chaos within our society. The mounting tension in social processes within human society today may well be instigated by the Deep Ones. And this, in fact, constitutes the Deep Ones' war against us.
Another form of this struggle involves the use of specific individuals and secret societies against humanity.
Deep Ones can distinguish between chaos caused by our own internal problems and chaos resulting from the Deep Ones' actions against us in the following manner:
12.  The  Theme  of  Underwater Civilizations  in  Literature.
The theme of the existence of an underwater civilization first appeared in Arthur Conan Doyle's novel *The Maracot Deep*. However, an elaborate description of it was provided in the works of Howard Lovecraft, who depicted an entire world of an underwater civilization and its relationship to our own terrestrial civilization.
We believe that Lovecraft's works were inspired by an underwater civilization that actually exists on Earth.
In his works, Lovecraft described an underwater civilization, as well as the relationship between humans and this underwater civilization. :
   1. Life on Earth is a tiny fragment of the global life within the Universe. Life on Earth emerged thanks to this global cosmic life. This global cosmic life is aware of our existence, and the destiny of humanity is determined by it. Life on Earth is an experiment. If the beings who created us decide that the experiment involving us has failed, they will destroy us.
   2. Contact with this global life would drive an unprepared person insane.
   3. Intelligent life originally emerged in the ocean, and it continues to exist there today. The underwater civilization is more advanced and powerful than our terrestrial one.
   4. Contact with this underwater civilization could be deadly for humans.
   5. On Earth, there exist people and secret societies that maintain contact with an underwater civilization.
   6. From our perspective, the underwater civilization is by no means humane toward us; it merely uses humans for its own ends. We are pawns in a vast cosmic game.
   7. Underwater beings are interested in sex with humans.
   8. Our visible life is an illusion.
   9. There is secret knowledge that drives an ordinary person mad.
Perhaps, in the future, humanity will partially return to the ocean. The idea of humanity returning to the ocean was first put forward and substantiated by the Soviet science fiction writer Alexander Belyaev.
13.  The  "Deep-Sea"  project  and  the  "Homo Technologies"  project.
The "Deep-Sea Dwellers" project is directly related to our overarching project, "HomoTechnologies," as the Deep-Sea Dwellers constitute the HomoTechnological civilization closest to us—one that has been intertwined with our own human civilization throughout the entirety of our history. Consequently, it is easiest for us to establish contact with them and to obtain the HomoTechnological information and assistance we require. Crucially, however, we must ensure that we are on par with the developmental level of this civilization.
In the "Deep-Sea" project, we are exploring questions :
    - Development of methods for contact and information exchange via a homo-informational communication channel.
    - An examination of the behavioral and moral issues of the homo-technological civilization, aimed at understanding it and our relationship with it.
